Self-Assessment Form for Occupational Health and Safety Performance in Corporate Sustainability Reports (Applicable to the Electronics Industry)

I. Purpose of use

In order to guide enterprises to continuously improve their occupational health and safety performance and encourage publicly listed manufacturers to proactively disclose their performance in corporate sustainability reports, annual reports, websites, or other channels, the Occupational Safety and Health Administration of the Ministry of Labor (OSHA) has specially established this industry evaluation to assist enterprises in self-examination of their achievement. The aim is to provide a basis for enterprises' self-practice and improvement with standardized and quantifiable evaluation benchmarks. Enterprises are encouraged to improve their proactive performance and public transparency year by year through this industry evaluation, combining it with corporate sustainability practices and ensuring sustainable behavior in workplace health and safety.

II. Applicable objects

According to the Industrial Statistical Classification of the Directorate-General of Budget, Accounting and Statistics, Executive Yuan - the 11th revision (January 2021), this industry evaluation applies to industries engaged in activities such as the manufacturing of semiconductors, passive electronic components, printed circuit boards, optoelectronic materials and components, computers and peripheral equipment, communication and broadcasting equipment, audio-visual electronic products, data storage media, measuring equipment, navigation equipment, control equipment, clocks, radiation equipment, electronic medical equipment, and optical instruments and equipment. This includes semiconductor manufacturing, passive electronic component manufacturing, optoelectronic materials and components manufacturing, other electronic component manufacturing, computer and peripheral equipment manufacturing, communication equipment manufacturing, audio-visual electronic product manufacturing, data storage media manufacturing, measurement, navigation, control equipment and watch manufacturing, radiation and electronic medical equipment manufacturing, and optical instrument and equipment manufacturing. This evaluation tool is primarily intended for use by leading enterprises in the industrial value chain, with separate evaluation tools available for upstream suppliers and contractors.

III. About evaluation
 
  • Description of Performance Indicators
    This industry assessment is based on the content of the 2022 [Guidance On OSH Indicators for CSR Reporting towards SDGs] and integrates the criteria into 8 aspects for scoring: systematic management, risk assessment and management, worker participation, education and training, health services and promotion, supply chain value chain impact management, occupational injuries, and work-related diseases. Based on the characteristics of the electronics industry and priorities recommended by experts, applicable performance indicators for the electronics industry are established from the leading indicators recommended in the guide. Additionally, the assessment evaluates commitment and voluntary declaration to determine whether the company has made public commitments, listed major issues, and set quantitative management goals. This industry evaluation aims for key performance evaluation; not being included in the leading indicators of this industry evaluation does not mean the company does not need to implement them. The results of this industry evaluation do not represent the company's compliance with regulations or any proof. The evaluation results do not represent OSHA's endorsement and commitment to the performance of individual enterprises nor assume any responsibility for business decisions made based on the evaluation results.

  • Description of Implementation of Evaluation Results
    Regarding the completeness of the company's implementation of the matters corresponding to each performance evaluation indicator in the public sustainability report of the previous year, please select the appropriate description based on the company's implementation situation in a single-choice manner. If necessary, please provide relevant supporting information.

  • Explanation of Bonus Points for Evaluation Results
    Bonus points are based on industry characteristics, focus on investment, and indicators that companies are expected to disclose with more reference value. Please select the appropriate description based on the company's execution situation (multiple choices are available).

  • Description of Incentive Mechanism
    Participants in the self-evaluation can report the evaluation results to the plan execution unit within the designated period every year. The execution unit will publish the list of enterprises (institutions) that have participated in the evaluation in the "Workplace Sustainable Health and Safety Zone." Individual evaluation results will not be disclosed to the public. After receipt, the performance result characteristics and group distribution of all participants will be announced for external reference. Enterprises (institutions) that participate in the assessment will have the opportunity to receive priority access to diversified project resources.
